After the price increase in 2008 several important producers such as Russia and Argentina imposed export customs on rice and wheat to keep the domestic prices low. This increased the export prices and made the producers less interested in increasing production. I have earlier mentioned EU subsidiaries to farmers, which the last years have changed to subsidize farmed area rather than production.
